Cigarette Tax Scorecard: Bahrain

This Policy Brief was written based on the findings of the Cigarette Tax Scorecard. The policy brief evaluates the cigarette tax policies in Bahrain. In 2018, Bahrain scored 3.75 points out of 5, which shows that there is room for improvement. The overall score is an average of the following components: the cigarette price, changes in affordability, the tax share of the price, and the tax structure used. Bahrain received all 5 points in the cigarette price and affordability change components. In contrast, the country scored only 2 points out of 5 for its tax structure. The policy brief makes recommendations for the government to implement a more effective tax system that will improve public health while raising tax revenues.
